Narendra Modi has already started its double speak even before taking the oath. He has said that "CAG reports should not be used to attack political opponents". If Modi is correct, why did the BJP stall and disrupted so many sessions of Parliament during the UPA tenure.
Reacting to Modi's statement, Congress Spokesperson Shakeel Ahmad has said, “this showcases the level of double standards that engulfs the former Gujarat CM and BJP. The BJP had stalled the parliament for months on end over the CAG reports like that on 2G or CWG.”
"Mr. Modi is known to play politics of convenience and considering that CAG reports on Gujarat are likely to be tabled in the Gujarat Assembly he has tried to divert public opinion by making such statements," he added.
In March 2012, the CAG raps Modi's government for financial irregularities of over Rs. 16000 cr, especially for mismanagement of public sector undertakings(Source: http://timesofindia.indiatimes.com/india/CAG-raps-Narendra-Modi-govt-for-Rs-17000-cr-losses/articleshow/12476483.cms)
It came down heavily on the state-owned Gujarat State Petroleum Corporation (GSPC) for extending “undue benefits” to the Chief Minister's “favoured few,” mainly Adani Energy and Essar Steel companies, which coupled with its poor management and faulty agreements on exploration of oil and gas in the Krishna-Godavari Basin alone cost the exchequer over Rs. 5,000 crore. In April 2013, the CAG slammed Gujarat government for giving undue advantages to corporates. It has been noted that the allotment of land at concessional rate resulted in a total loss of Rs 392 crore during financial year 2011-12. Also, the delay in finalising the value resulted in blocking up of revenue to the tune of Rs 23.60 crore, it said adding that the state had to lose Rs 102.95 crore of conversation tax and stamp duty in cases where collector did not adhere to government resolution. The CAG also ripped apart the Modi-led BJP government of Gujarat for its failure to tackle water pollution. “Government of Gujarat had not formulated any policy based on the local conditions for prevention of pollution of rivers, lakes, and ground water. While treatment of industrial effluents before its discharge is compulsory, no programme had been introduced to prevent such pollution from agriculture,” the CAG said in its report in 2012.
